In the MAP for December 2011, the NGOWG had several recommendations for the Security Council on the current situation in Burundi:

In its renewal of the mandate of the United Nations Office in Burundi (BNUB), the Security Council should take the additional measures needed to ensure effective human rights monitoring and justice for survivors of crimes, including crimes of sexual violence. Of particular importance is the role that small arms and light weapons play in fueling the ongoing violence in the region. The Council should also reinforce the importance of establishing a transitional process and a special chamber for prosecution of international crimes. To prevent more politically motivated violence and reprisals, the Council should support dialogue between the government and the opposition, with the meaningful participation of women.

In the MAP for November 2011, the NGOWG had several recommendations for the Security Council on the current situation in Burundi:

In its consideration of the latest report of the Secretary-General on the situation in Burundi, the Council is urged to give full attention to the recent rise in political instability and violence, including the Gatumba massacre in September, the subsequent Government clampdown on freedom of expression, and the continuing need for additional measures to ensure effective human rights monitoring and justice for survivors of crimes, including crimes of sexual violence. The Council is urged to ensure that:
- The National Independent Human Rights Commission receives adequate financial and other support to investigate and report on human rights violations effectively, and ensures journalists are allowed to work freely;
- The new Technical Committee - mandated to make recommendations to establish a Truth and Reconciliation Commission to address the lack of accountability for those responsible for human rights violations and crimes under international law - clarify, as far as possible, the facts about past crimes under international law and human rights violations; provide the information it gathers into investigations and criminal and civil judicial proceedings; and formulate effective recommendations for providing full reparation to victims and their relatives; and
- A dialogue, with meaningful participation of women, is encouraged between the government and the opposition, to prevent further politically motivated violence and reprisal attacks.

In the MAP for December 2010, the NGOWG had several recommendations for the Security Council on the current situation in Burundi:

In December, the Council will discuss the forthcoming mandate renewal of BINUB, the mission in Burundi. Burundi continues to delay in the establishment of transitional justice mechanisms, including a truth and reconciliation process, and a Special Chamber for prosecution of international crimes, which they have repeatedly promised to put in place. These mechanisms are necessary to bring justice to victims of sexual violence, as well as other crimes committed during the armed conflict. The SC should push harder for the establishment of these mechanisms. Specific entry points for the Council on women, peace and security include:
- Training of police officers in dealing with sexual violence, and hiring more women police officers. Local police stations are currently unfriendly places for victims, meaning women often give up before officially filing a complaint.
- Encourage support by UN Team of Experts to develop better practices on police investigation on sexual violence, including by emphasizing the use of psychological expert witnesses and testimony

In the MAP for July 2010, the NGOWG had several recommendations for the Security Council on the current situation in Burundi:

In the forthcoming elections, continuing reports of violence raise concerns that these elections will not further consolidate peace in the country. Any support given to Burundi and monitoring of the security situation surrounding the elections should include specific information and analysis on the particular risks and dangers faced by women seeking to assert their electoral prerogatives. Special attention should be given to ensuring access to justice for victims of political violence.

In the MAP for June 2010, the NGOWG had several recommendations for the Security Council on the current situation in Burundi:

Elections are being held in Burundi between May and September, and early reports of violence raise concerns that these elections will not further consolidate peace in the country. Any support given to Burundi and monitoring of the security situation surrounding the elections there should include specific information and analysis on the particular risks and dangers faced by women seeking to assert their electoral prerogatives. Special attention should be given to ensuring access to justice for victims of political violence, including women.
