Monthly Action Points on Women, Peace & Security for April 2013
NGO Working Group on Women, Peace & Security
In the MAP for April 2013, the NGOWG had several recommendations for the Security Council on the current situation in Darfur:
The Council is expected to receive reports on the UN mission in Abyei (UNISFA) and the UN mission in Darfur (UNAMID). Both reports should include gender analysis on SSR, RoL, and peacebuilding. Both missions should provide specific information on humanitarian concerns, efforts to address violations of women’s rights, including sexual violence, and ending impunity for these crimes. In its discussion of the situation in Darfur, the Council should call on the government of Sudan to immediately end attacks against civilians; step up efforts to end impunity for sexual violence, including by security forces, and grant UNAMID and UN entities unfettered access to all areas where civilians need protection.

Efforts should be increased to end impunity for sexual violence, including by security forces, and perpetrators should be brought to justice. The Council should demand an end to aerial bombardment, attacks against civilians, and the state of emergency in Darfur; and demand UNAMID and relevant UN agencies and programmes access to all areas where civilians need protection, and to regularly publish comprehensive information on the human rights and humanitarian situation.

Monthly Action Points on Women, Peace & Security for April 2011
NGO Working Group on Women, Peace & Security
In the MAP for April 2011, the NGOWG had several recommendations for the Security Council on the current situation in Darfur
The forthcoming report for the UN Hybrid Operation Mission in Darfur (UNAMID) should follow up on the multi-dimensional strategy that encourages civil society engagement in the peace process. Unfortunately, no mention of women’s involvement was detailed in the previous report (S/2011/22). The report should also evaluate and provide recommendations on the efforts to combat sexual and gender based violence, in addition to other security concerns.

Monthly Action Points on Women, Peace & Security for July 2010
NGO Working Group on Women, Peace & Security
The forthcoming report and mandate renewal for the UN Hybrid Operation mission in Darfur (UNAMID) should follow up on several outstanding requests from the Council, and on information requested in previous reports. In line with SCR 1881 (OP 14), the report should: articulate a comprehensive strategy regarding sexual violence, including progress on the UNAMID workplan’s call to work with the security sector to improve its response to sexual and gender-based violence; detail how and to what extent women have been consulted in the civil society consultation process (SCR 1881, OP 8); continue to report on concrete progress and remaining challenges faced by the Gender Crimes Special Investigation Unit. In the upcoming mandate renewal for UNAMID, action by the Security Council could include:
- Strengthen the intent of OP 8 of SCR 1881 by calling on the AU High Level Implementation Panel to ensure that women and women-led organizations are placed at the forefront of their efforts to secure peace in Darfur;
- Prioritize the call for all parties to the conflict to protect civilians, including women and children, from sexual violence, and continue the request to the Secretary General to report on progress made in creating and implementing a strategy to protect women and girls from sexual and gender-based violence, as currently requested in SCR 1881, OP 14;
- Underscore the need for UNAMID to make full use of its capabilities to protect women and children in particular.
