In the MAP for March 2012, the NGOWG had recommendations for the Security Council on the current situation in Haiti:
In the Council’s discussion of the expected report on the UN Mission in Haiti (MINUSTAH), empowerment of women and protection of women and girls should be prioritized. Women and girls in Haiti, particularly those in displacement camps, continue to be vulnerable to violence, including sexual violence, and victims of this violence are often unable to access services. The Council should inquire into greater security measures in the camps, and initiatives for the empowerment and protection of women and girls. The Council should also inquire as to measures being taken to enforce the UN zero-tolerance policy on SEA, and on all abuses committed against the civilian population by MINUSTAH personnel.

In the MAP for February 2012, the NGOWG had recommendations for the Security Council on the current situation in Haiti:
Women and girls in Haiti, particularly those in displacement camps, continue to be vulnerable to violence, including sexual violence, and victims of this violence are often unable to access services. On its scheduled mission to Haiti, Council members should seek feedback from community patrols and displacement camp representatives, particularly women, on the efficacy of patrols, and identify ways to improve security for women and girls in the camps. Council members should call for the adoption of greater security measures in the camps, and should support initiatives for the empowerment and protection of women and girls in camps. Council members should strongly reiterate the obligation to enforce the UN zero-tolerance policy on SEA, and on all abuses committed against the civilian population by MINUSTAH personnel. Troop- and police-contributing countries must ensure that acts involving their personnel are properly investigated and punished, and the Council should support the UN Secretariat in actively following up on measures to ensure the administration of justice in those countries. The Council should support the implementation of the Department of Peacekeeping Operations Guidelines for Integrating a Gender Perspective into the Work of United Nations Military in Peacekeeping Operations.

In the MAP for October 2011, the NGOWG had recommendations for the Security Council on the current situation in Haiti:
The Council is expected to renew the mandate of MINUSTAH SCR 1944. In its discussions, the Council should address:
- Capacity to include initiatives for the empowerment and protection of women and girls in light of continued concerns for violence against women in camps, including sexual violence, and access to services for survivors of violence;
- Concrete measures to improve security for women and girls by identifying best practices and feedback from community patrols;
- Strongly reiterate the obligation to enforce the UN zero-tolerance policy on sexual exploitation and abuse, as well as on any other kind of abuses committed against the civilian population by all MINUSTAH personnel, and the need for troop- and police-contributing countries (TCCs / PCCs) to ensure that acts involving their personnel are properly investigated and punished and for the UN Secretariat to actively follow-up on measures taken to ensure the administration of justice in those countries.

In the Council’s discussion of the expected report on the UN Mission in Haiti (MINUSTAH), empowerment of women and protection of women and girls should be prioritized. Widespread violence against women has been reported and women continue to go without access to goods and services to meet their basic needs. Reporting to the Council on the situation in Haiti should include information on the following:
- Strengthening of case management capacity within MINUSTAH for identified cases of gender-based violence; and
- Ensuring victims of gender-based violence understand the availability of and access to medical services; and
- Feedback from patrolled camps on the efficacy of patrols and identify ways to improve security for women and girls in the camps.

In the MAP for October 2010, the NGOWG had recommendations for the Security Council on the current situation in Haiti:
During the expected mandate renewal of the UN mission in Haiti (MINUSTAH), the Council must address the urgent and specific security concerns that women and girls continue to face. While gender crimes were a significant problem before the earthquake, the risks facing women and girls have grown more acute in the wake of the disaster. People continue to live in crowded, often insecure displacement sites, many of which have been infiltrated by armed gangs, and insufficient action has been taken to improve the safety of women and girls in these areas. MINUSTAH must work with the government of Haiti and Haitian civil society to develop a comprehensive security plan that addresses the urgent needs of women and identifies steps that will rebuild security structures in Haiti, based on the actions outlined in SCR 1927 (OP 4). Women’s human rights defenders must be meaningfully consulted to ensure such plans address their priority concerns. MINUSTAH must also support the government to ensure that women’s views are effectively reflected in rebuilding effort. In particular this requires additional, relevant technical and material support to the Ministry of the Women’s Affairs.

In the Council’s discussion of MINUSTAH, particularly considering the New York donor conference, empowerment of women and protection of women and girls should be prioritized. Widespread violence against women has been reported and women continue to go without access to goods and services to meet their basic needs. Any reporting to the Council on the situation in Haiti should include: how gender experts have been consulted; an evaluation of the implementation of the UN’s Sexual Exploitation and Abuse Policies and Guidelines for the protection of women and children; how women have been
included in all aspects of planning, implementation and programming; an assessment of human rights violations, especially violence against women and girls in and around refugee camps; and an assessment of the degree to which women have been provided adequate food and safe access to services and provisions.

In the MAP for March 2010, the NGOWG had recommendations for the Security Council on the current situation in Haiti:
The MINUSTAH report is due in the Security Council this month. Physical and sexual violence against women and girls in Haiti was already considered a significant problem before the tragic earthquake of 12th January, 2010. The specific concerns of women in Haiti include:
- Shelter: women and girls must have access to safe spaces and shelter while displaced. Experts in gender and gender-based violence must be consulted on how make-shift or planned camps are organized;
- Security is a major concern, particularly in the large overcrowded camps. MINUSTAH should provide security, particularly to women, consistently and systematically in the camps and to ensure delivery of humanitarian relief;
- Goods and services must reach women and girls. Ensure distributions of food and other essential goods go directly into the hands of women and girls. Women’s and girls’ reproductive health needs must be met (i.e. health services; sanitary kits);
- Aid programs aimed at women should focus on restoring income, protecting assets, ensuring livelihoods, rebuilding and supporting local market-systems and stabilizing prices.
