Monthly Action Points on Women, Peace & Security for March 2013

NGO Working Group on Women, Peace & Security

In the MAP for March 2013, the NGOWG had several recommendations for the Security Council on the current situation in Sierra Leone:

The Council will be renewing the mandate of the UN mission in Sierra Leone (UNIPSIL), most likely for the final time, as the UNIPSIL mission is due to drawdown, with transition to a UN country team (UNCT). At this time of major transition, it is vital that women continue to receive political and financial resources to ensure their full and equal engagement in Sierra Leone’s future. This is particularly important regarding support for women-led civil society organizations. The Council should send a strong message that the gains for women must be consolidated in the transition to the UNCT, and that Member State resources must support this consolidation. In its renewal, the Council should reiterate its support for OP 13 of SCR 2005 (2011), with its commitment to mainstream women, peace and security.

In the MAP for November 2012, the NGOWG had several recommendations for the Security Council on the current situation in Sierra Leone:

The Council will likely be briefed by the Head of the UN office in Sierra Leone, UNIPSIL, and the Chair of the PBC in order to discuss elections planned for November. Before, during, and after the elections, there should be particular emphasis on women’s safe and full participation. Any support to Sierra Leone and monitoring of the security situation surrounding the elections should include specific information and analysis on the particular risks and dangers faced by women seeking to assert their electoral prerogatives. Special attention should be given to ensuring access to justice for victims of political violence.

In the MAP for September 2012, the NGOWG had several recommendations for the Security Council on the current situation in Sierra Leone:

In the Council’s discussions of the forthcoming report on the UN mission in Sierra Leone (UNIPSIL), and the renewal of the mandate of UNIPSIL, there should be particular emphasis on women’s safe and full participation in the upcoming elections.  The report and mandate should provide concrete recommendations and steps for women participating fully and equally in reconstruction and peacebuilding, such as how to implement the 2007 Gender Laws and the establishment of dedicated Family Support Units by the police. The UNIPSIL mandate should support the implementation of Sierra Leone’s National Action Plan on SCR 1325.

In the MAP for March 2012, the NGOWG had several recommendations for the Security Council on the current situation in Sierra Leone:

The Council is expected to discuss the most recent report on the UN mission in Sierra Leone (UNIPSIL). Given recent political unrest and tensions surrounding the upcoming elections later in 2012, the Council should enquire into plans to ensure women’s participation and safety in these elections. Suggestions in this regard have included the establishment of a “Women’s Commission” to promote advancement of women in Sierra Leone by developing innovations intended to eliminate political and economic inequality and violence against women and girls. The Council could also request information on suggestions for the Parliament to review the 1991 Constitution, and consider implementing the proposed minimum 30% quota for women in governance and leadership. With the transition of the mission to a UN Country Team, the Council should request information on plans to train women for employment in emerging financial areas, and increasing their access to financial capital.

In the MAP for September 2011, the NGOWG had several recommendations for the Security Council on the current situation in Sierra Leone:

The Security Council is due to receive the Secretary-General‟s next report on Sierra Leone, and will be discussing renewal of the UNIPSIL mandate (SCR 1941), which expires on 15 September 2011. Given preparations for elections in 2012, and that wide-spread sexual and gender-based violence is a legacy of Sierra Leone‟s conflict, the report should include detailed information on why women continue to be under-represented in the political arena. This includes lack of human capital, political networks, and the intimidation and violence due to tensions with customary governance structures. The report and mandate should provide concrete recommendations and steps on addressing these barriers, such as how to implement the 2007 Gender Laws and the establishment of dedicated Family Support Units by the police. The UNIPSIL mandate should support the implementation of Sierra Leone‟s National Action Plan on SCR 1325.

In the MAP for July 2011, the NGOWG had several recommendations for the Security Council on the current situation in Sierra Leone:

In its review of the expected Secretary-General’s report that includes information on Sierra Leone, Council members should ensure the report contains sufficient analysis regarding women’s political participation. The Council should evaluate progress made relevant to the Sierra Leone President Koroma’s pledge to support a 30% quota (as recommended by the CEDAW Committee) for women in parliamentary and cabinet representation as part of his reelection campaign.

In the MAP for September 2010, the NGOWG had several recommendations for the Security Council on the current situation in Sierra Leone:

The forthcoming report on the UN mission in Sierra Leone (UNIPSIL) should include information on: the political violence in Sierra Leone, which has often degenerated into random acts of violence against women such as the March 2009 attack on the Sierra Leone People’s Party headquarters in Freetown; the remaining challenges to the Family Support Units, which often exist only in the main towns and report a lack of logistics, which in practice means victims of violence – including women – are unable to access justice; and that basic justice and other services are lacking in most provinces, particularly outside of the provincial capitals of Bo, Kenema and Makeni. Some districts do not have a permanent Magistrate, often leading to a de facto lack of access to justice. In the UNIPSIL mandate renewal, due in September, specific entry points for the Council include:

- Monitoring political violence and working with political party leaders, ex-combatants and other sources of violence, including members of the youth wings of parties, in the promotion of non-violence political campaigning.
- Ensuring there is no impunity for acts of violence against women.
- Removing barriers to justice for women, such as the financial costs of bringing a criminal action, the lack of legal aid, and the many adjournments in the judicial system, which often lead to women dropping the cases in question.

The forthcoming UNIPSIL report should redress the lack of information on women in the previous report, particularly regarding the involvement of women in efforts to build national capacity for elections; and by reporting on the UN joint vision, particularly on Gender Equality.
