In the MAP for February 2012, the NGOWG had several recommendations for the Security Council on the current situation in Timor-Leste:
The Council is expected to review the situation in Timor-Leste as per SCR 1969 (2011), including OP 17 which requires the UN Mission (UNMIT) to integrate gender considerations as a cross-cutting issue throughout its mandate, and to renew UNMIT’s mandate. In the light of the many gender-based crimes reported, a clear lack of will by the Timor Leste government to ensure justice and reparations into crimes committed in 1999, the 2012 presidential and parliamentary elections, and talk of UNMIT’s departure by December, the Council is urged to:
- Check that the Secretary-General’s latest report on the situation provides a full account of UNMIT’s efforts to implement OP17 of SCR 1969 (2011);
- Demand that the Timor-Leste government fulfill advance investigations and prosecutions of crimes of international law committed in 1999, including implementation of the recommendations of the Commission for Reception, Truth and Reconciliation and the Commission of Truth and Friendship;
- Add a reference to SCR 1960 (2010) in the resolution renewing UNMIT’s mandate to further encourage an end to impunity for gender-based crimes;
- Encourage Timor-Leste and UN entities to continue efforts to support the full and equal participation of women in the upcoming elections, both as voters and candidates; and
- Require that UN entities in the country maintain a strong human rights monitoring presence throughout 2012 and beyond any end to UNMIT’s mandate.

In the MAP for October 2011, the NGOWG had several recommendations for the Security Council on the current situation in Timor-Leste:
The report on UNMIT is expected in October per SCR 1969 (2011). The last report of the Secretary-General on Timor-Leste (S/2010/522) failed to detail actions being taken in compliance with SCRs on women peace and security. In the next report, the Council should request information on the post-conflict situation for women in Timor-Leste, and the relevant work of UNMIT. This may include gender training for the PNTL (police); and progress on gender mainstreaming.

The last report of the Secretary-General on Timor-Leste (S/2010/522) failed to detail actions being taken in compliance with SC resolutions
on women peace and security. In the next report the Council should request information on the post-conflict situation for women in Timor
Leste, and the work of UN Mission (UNMIT) in integrating Women, Peace and Security matters within its activities. This may include gender
training for the PNTL (police); and progress on gender mainstreaming.

In the MAP for November 2010, the NGOWG had several recommendations for the Security Council on the current situation in Timor-Leste:
The Security Council is preparing for a mission to Timor-Leste at the end of November. As per the Security Council’s stated intention in SCR 1325 OP15, this mission should include meeting with women’s rights organizations. Specifically, local women’s rights defenders should be substantively consulted during the mission, and their concerns are reflected in the mission report and in future Security Council action in Timor-Leste.

In the MAP for February 2010, the NGOWG had several recommendations for the Security Council on the current situation in Timor-Leste:
The forthcoming report on the UN mission in Timor-Leste, UNMIT, should more specifically detail actions being taken in compliance with SCR 1325 and 1820, including better training with respect to women’s rights and interests for the PNTL (police); and progress on gender mainstreaming. With discussions underway regarding the mandate renewal for UNMIT, the specific entry points for the Council on women, peace and security include:
- Establishing a long-term comprehensive plan to end impunity, including: an international criminal tribunal with jurisdiction over all crimes committed in Timor-Leste between 1975 and 1999; capacity building in both Timor-Leste and Indonesia to reform their national justice systems and establish comprehensive strategies to end impunity for crimes not within the purview of the international criminal tribunal. Judicial redress should also include full and effective reparations for victims.
- Strengthening the responsiveness of the security sector to women’s rights and interests, including through more effective disarmament efforts; supporting the Government’s effort to develop a national gender equality policy and strategy; and increasing the number of women officers in the national and UNMIT police.
- Consider acting upon the recommendations contained in the Independent Comprehensive Needs Assessment of the Justice System of Timor-Leste (13 October 2009), including training for all justice personnel on sexual and gender based violence and specific facilities for forensic examination and evidence for this cases.
